East Oxford Pit

Supporting Local Development Through Responsible Aggregate Supply

About the Location

The proposed East Oxford Pit is located at 1486 O’Neill Road in the Municipality of North Grenville. The property is bordered by County Road 20, Pattersons Corners Road, and O’Neill Road, situating the pit within an area already recognized in North Grenville’s Official Plan, Zoning By-Law, and Provincial geological mapping as containing provincially significant aggregate resources.

The site contains high-quality aggregate reserves that are ideally suited for road building and the manufacturing of asphalt and concrete. These materials are essential components of infrastructure such as schools, hospitals, homes, commercial buildings, roads, and bridges, supporting economic growth and local development.

The proposed licensed area for the pit is shown in red, with the proposed extraction limit within it showing in dashed yellow. Aggregate extraction would only be allowed to occur within the extraction limit.

The proposed licensed area is 44.1 hectares, with 37.2 hectares designated for extraction. The existing wetland on the property is not part of the licensed area and appropriate setbacks will be in place.

Extraction will occur in five phases, with each phase operated in succession. Remaining lands will continue to be used as farmland.

Extraction is proposed below the water table using standard industry practices, with no water pumped off site. Groundwater and surface water will be monitored annually by qualified experts. Berms and extraction setbacks will provide separation from neighbouring properties.

The Pit is proposed to extract up to 1,000,000 tonnes per year but will be based on market demand. Access will be from County Road 20, with traffic directed east toward Highway 416. No blasting will occur at the site.

Rehabilitation

Aggregate extraction is a temporary land use. Our comprehensive rehabilitation plans include:

  • Creation of 18.1 ha (44.7 ac) of naturalized pond.
  • Creation of 17 ha (42 ac) of meadows with potential for future residential development
  • Rehabilitation will occur progressively as extraction is completed

Public Consultation

The proposed pit requires an amendment to North Grenville’s Official Plan and Zoning By-law, and an Aggregate Resources Act Licence application. These applications were submitted together in spring 2026.

As part of these processes, public consultation will be required including notices to nearby landowners, newspaper notice, notice sign, public open house and public meetings before your Council.

The public will have several opportunities to comment on the application and to engage directly with Tomlinson.
